กรมทางหลวงจึงได้ว่าจ้างให้ บริษัท เทสโก้ จำกัด บริษัท เอ 21 คอนซัลแตนท์ จำกัด และบริษัท ทีอีซี คอนซัลแตนท์ จำกัด ดำเนินการสำรวจและออกแบบปรับปรุง และแก้ไขปัญหาการจราจร บนทางหลวงหมายเลข 37 สายเลี่ยงเมืองชะอำ โดยมีระยะเวลาดำเนินการ 360 วัน
